I am at the moment in talks with my local council trying to license pedicabs as hackney carriage. They are looking to change the certain aspects of the rules on hackney carriage licensing to try and accomadate us. But it seems there is a lot of red tape and it is a long drawn out affair. If anyone can help me with any advice i would be more than greatfull.
You might have a bunch of hassle coming your way, we found that in London we would end up on the losing end with this form of licence & hence there have been all these 'moves' to get a pedicab licenec via the PCO (http://www.tfl.gov.uk/tfl/press-centre/press-releases/press-releases-content.asp?prID=832) licence consultation.
The only other, outside of london, people who have managed to get things running, have been the Scots, look at the licence (http://www.edinburgh.gov.uk/internet/Attachments/Internet/Business/Licensing/licences/Civic/Street%20traders/J066.pdf) structure used in Edinburgh. This is still not ideal but the red tape has killed many who are looking to run a 'taxi service', even free rides for tips can get finished.
