Rickshaw company denied licence



A student who started a private rickshaw company in oxford has been denied a licence to operate publicly. Ted Maxwell, a Balliol second year, established Oxon Carts last December. Since then, he has been privately transporting tourists and ball guests around Oxford.
Maxwell said, "Students have probably seen the rickshaws around. We have been ferrying them back and forth from college balls around the city. But we don't want to stay a bloody tourist company. We want to operate like a proper taxi service and subsequently make a positive impact on the environment."
Oxford City Council has refused to licence the rickshaws for use as a taxi service because of the high demand for licences in Oxford: there were 75 applications for only one new licence this year.
A spokesperson from the Oxford City Council said, "We have a regulated number of licences we give out, which is 107, and we were completely full this year. The Council carries out an annual suvey to see if there is a high demand for new licences. This year it was found there was very low demand."
Maxwell said, "This is so completely stupid and we are in dialogue with the Council to amend this law. It is a slow democracy and the appeal must go through a ballot before it can be put into action."
Maxwell would like the Council to create a licensing system just for rickshaws. "I'm rather hoping Oxon Carts gets its own category and license, independent of other vehicles."
A spokesperson from the Council said, ""We will have to chance the policy and criteria to allow these rickshaws to operate as a taxi service and that will take a while. It is obviously a goo idea but Oxon Carts must accept legislation just like everyone else."

Hi Have a look down the avenue for giving free rides and work for tips and also ask where the regulations say there has to be a licence for 1 heart power or pedal propelled.....Good luck

Totally agree with Dennis. Don't charge fee go for tips.....We're staying away from claiming to be a "Passenger Service" it'll get messy here as well. One thing we can't have that is a contensous issue, is electric assist and the definition of motorised versus non-motorised passenger vehicle. Also there is a grey area regarding the use of helmets. ......... also use on footpaths....and blah blah blah

I wish the pen pushers will get their shite together!!

If I were you I would. That way you have a niche. Look around the world NYC or Vegas every time pedicabs try and join the taxis of the world they get rubbed out. Taxi cab drivers are a take no prisoners outfit. You can not go up against them and expect to live. Stick to what is working for you. Do not get greedy.

Well, sadly they use the old 'for hire or reward clause' this means even a tip based business can run into trouble or one that uses Ads to pay the riders trips.

We have already been shouting in London that out side of London pedicabs get wiped out with 'poor' solutions even in places were the council love them.

I'm not sure that we should not compete with cabs, though we are aiming at different markets - we want short trips - cabs don't. We want to charge well for our leg power, cabs just use gas to stink up the place..... yup like I said different markets.:D

Your ideas are logical. The problem is the taxi companys are greedy and do not want competition of any kind. The cab drivers might say they do not want short trips but the truth is they want every penny that is out there. All you have to do is read the different accounts and they are always the same. They have city councils members in there back pockets. That is where they keep there money to pay off members to vote there way. What is the saying? "Follow the money" Pedicabs for the most part do not have the money the taxi commissions do. That is why pedicabs are always on the short end of the stick.
