Spain is a strange place when it comes to bureaucracy. I am trying very hard to start a pedicab business in Pais Vasco, but the local town halls are doing all they can to stop me, their main point is we want to operate as a taxi and must follow the same regulations as a normal taxi. I know there are many other companies operating in Spain and would love to know how they get passed this problem. Any help, advice or links would be very much appreciated.
