rickshaws should be licensed to stop them posing a hazard to other road users, the House of Lords was told.
Baroness Gardner complained that the tricycles, also known as pedicabs, sometimes "cut right across traffic". Her comments came during a debate on the Localism Bill which is aimed at shifting power from central government back to communities and councils.
Ministers believe pedicabs should be dealt with at a local level and Westminster city council is drawing up a voluntary registration scheme
